Mini concree anchors, available at any hardwre store, or Walmart,,,you will also need a drill, and the right sized masonry bit. With the hole drilled, just insert the little plastic insert,,and tap it gently with a hammer. It is then ready for a screw. The screw will tighten the insert against the side of the hole. And additional hole can be made,,,one that can be covered by the picture,,,,clear through the wall,,for interesting viewing.

go to the home improvement store and get masonry anchors... the are similar to drywall anchors but are intended for use in cement or brick... the package will tell you what size drill bit you will need to use... you will have to pre drill a hole that is 1/4 of an inch longer then the anchor then you will hammer the anchor into the wall and then use the screw that comes with the anchor and mount the picture on the wall.... there are some anchors that dont use a plastic sleeve but they are a bit more dificult to use but anyone in the home improvement store should be able to help you especilly if the puicture is heavy there are certain anchors that might be better for the job...

Your best bet is to find someone with a hammer drill or buy one and put up a screw. I had to do this on the side of my house to hang up a hose reel

size up the anchor you want to use then use a masonary drill to drill the whole. The whole will have to be a bit oversized to allow for the standard picture hanging hardware.

you can go to a lowes or home depot and ask for TAPCON screws. I dont know if thats what they will call them or not but they are bulky but they are one of the sturdiest things you can put in concrete. drywall anchors will slide out eventually.

You mentioned that your home is older--many older homes have picture moulding, do you? See link:

It was designed to keep plaster from chipping.
