It's pretty simple: just go up to him and say, "Hey, (insert his name here)! I was wondering if you would like to go out with me sometime." Keep the question simple.
Since he is shy, I suggest that you find a time where you are alone with him. If he is with his friends, they might give him a hard time about it. (Guys are just like that.)
If he says yes, then YAY! If he says no, then that's ok, too. He just doesn't have good taste then. :) And, if he says no, he might just be nervous. Hmmm...
Speaking of nerves, DONT BE NERVOUS! If you ask him out, this could be the beginning of a great relationship. You just have to go for it. Take a few deep breaths before you confront him to relax yourself. Just imagine you are having a normal conversation with him.

Just talk to him. Talk about classes or sports or mutual friends or his clothes or music or movies. Just talk with him and see what develops. He may be shy and would love to chat with you, or he may be so shy he is incapable of extending himself to you. Then see about a neutral outing, a game or activity or walk or something. Don't go too fast, but sure, talk with him and see what develops.

Dudette, don't ask him out yet. Try talking to him. Let him warm up to you. If things go good, then ask him out. Don't rush him, he's shy.
