I have been to New Orleans twice since Katrina, and while it is not the same, it is still worth going. One major concern is the much higher crime rate however. The city just doesnt have adequate infrastructure or the resources to fight crime. So make sure you stay in the heart of downtown or in the French Quarter, stay on the main paths, and dont travel alone. As for sights to see, they are plentiful, the French Quarter is fabulous, have some drinks on Bourbon Street, get some beignets at cafe dumond, eat oysters at Acme Oyster house, and have some traditional favorites of jambalaya, gumbo, and red beans and rice.
I also reccomend trying to catch some live jazz, a streetcar tour of the garden district, and if you are feeling up to it you can do some gambling on the famous riverboats! As for when to go, anytime is good (avoiding July and August because it is soooo hot). In New Orleans there is always a party going on and tons of stuff to do, even on just a random Tuesday night, so what time and month does not matter that much.

The fall is one of the best times of year, but our fall may be a few weeks behind yours. (Depending on where you live). All of the things that interest tourists are up, and running.
A good thing to do would be to visit the Habitat for Humanity's "Musician's Village". You could volunteer your help for a day, and have the satisfaction of saying you helped rebuild.
The zoo is one of the best in the country,, and the aquarium is beyond description. There is the National WWII museum also.
During the evenings you could go to the House of Blues, Margarita-ville, Tipitina's, or one of many other venues to hear live music.
We have some of the most famous restaurants in the country here, so going home a few pounds heavier is normal. The one thing you "must" try is a Muffalatta sandwich from Central Groceries, (hope you don't keep Kosher).

hum in the fall, well october is big for new orleans i guess since they are alot of haunted houses and big business for the ghost tours if you where look for a sepfic time to come but anything in the fall is good, bring summer and fall clothes cause the weather can change at the drop of a dime. anywhere tourist will be in back and in full effect. walk the quaters and the river walk have some beigents, def. get some parlines and big home, not the ones in the little candy store but the one in the french market right when you first come in, i forget the name if i find it i'll update but those are the best. take some tours of the city, make sure you have room in your suitcase for all the stuff you buy. there is plenty of shopping. check out http://www.nola.com/visitor/ for the lastest info on stuff to do. as far as crime its not in any toursit areas so it will be safe just don't walk alone and keep out of deserted areas.
