My friend received in the mail form 886-H-EIC. Regarding her 17 year old child that has lived with her 8 months this year. IRS wants her to prove the childs, relationship, age and residency. The problem is the child dropped out of school last year, they have no church affiliation, no social program and luckly enough have not needed a doctor. Is there any other way / form /proof the IRS will accept - so that she can claim an earned income credit on the basis of the qualifying child?

I couldn't find anything about From 886-H-EIC. The closest I found was the 2005 From 8836 Qualifying Children Residency Statement (for the earned income credit). It mentions "one or more 'Third Party Affidavit'". In normal use, that would be a sworn statement by someone outside the family. Perhaps she could get a neighbor to sign a statement that the child lived with her. She should ask the IRS first. There appears to be a specific form required for this.

I was a Tax Account for a little while. If you place non-biological children on your Tax return. The IRS will see this and ask where are the real parents, and if they are found, they will then look at Who has the highest AGI(adjusted Gross Income) and place them there, only if the parents are not claiming the children. They will send you the form to put all the other information on there. Earned Income Credit is the 88h eic. just shows if you have any form or they of earned income credit. in a fashion.

If she has court paperwork for custody of said child and proof of her address. Was the Post Office notified that the child would receive mail at her address?
Being 17, does the child hold a driver's license?
Some states issue id cards if a child does not hold a driver's license. To obtain these, usually birthcirtificates and mail at the place of residence and a parent accompanying the child to the DMV works.
