A perm changes the texture and curl (weather adding curl / wave or straightening) in someones hair. Preferably done by a professional that knows how to use the chemicals properly. That image .... that's Brittney Spears ... with hair.

Doubtful...Considering how many times a week she needs to change her hairstyle, it doesn't make sense for her to get a perm.
This is either her natural curl, that she flat-irons out most of the time, or just some (icky) curl that her stylist added in for the day.

it can be considered one but with a perm you ussaly see more curls that look more like a curling iron becuse a perm has to change the texture of the hair
