You didn't put your 'height' in your question/explanation, but the very 'first' thing that you need to do is find out the 'optimum weight' for a person of your height and age ... and then you'll need to enlist the HELP of the parent who does the 'shopping' and 'cooking' in your house ... ask that parent to PLEASE not bring home or offer to you anything that is 'fast food', 'sugary treats' or 'salty treats' that are fried. Ask them to buy extra 'salad stuff' and some 'low calorie' dressing like a 'vinaigrette' ... and to 'serve you a HUGE SALAD and the dressing along with every meal (yes, even breakfast) ... at least 2 'cups' of salad three times a day. EAT THE SALAD FIRST before you start eating the 'regular meal' and be very SLOW because I'm going to tell you to 'stop' the minute you are NOT HUNGRY ... and leave the 'starch' (potatoes, bread, rice) to eat last, and eat your 'cooked veggies first, then your meat.
The second thing to do is find at least two friends (who may want help losing weight, too, if you can) to EXERCISE with. It's a lot more 'fun' if you are doing your exercise with friends, and you'll 'stick to it' much easier than if you 'go it alone.' Then 'get together' at least 'every other day' to 'exercise' for AT LEAST AN HOUR ... HOW you 'exercise' is up to you ... but if you go outside and run, or play a game of ball that requires running that's good for at least every other 'meeting' and you can do more 'standard exercise routines' indoors if the weather is 'wet, cold, icky' or 'way too hot' outside. Be sure that you get some 'exercise' all over your whole body, don't just 'concentrate' on your 'stomach' ... because you'll be 'building good muscle' as well as 'reducing' your 'fat' when you exercise this way.
DO NOT WEIGH YOURSELF more often than one time a week, and ALWAYS weigh at the same time every time you do get onto the scale. It's best if you can do this 'naked' (absolutely NO CLOTHES) and in the early morning right after you get up. If you have 'seriously long hair' (past your shoulders) that is 'thick' you may 'add' five pounds for every 4" of hair that you have beyond your shoulders (hair weighs a lot, but is not part of your 'fat' problem). When you 'weigh' you should find that you'll be losing weight at about 2 pounds per week, but if you only lose one, and don't always show a 'weight loss' don't worry about it ... you are a 'growing' girl, and that can 'throw things off' when you are on a 'diet' ... even though this isn't a 'diet' like a grown up would go on, and you should eat a 'modified version' of this 'meal plan' for THE REST OF YOUR LIFE (except for having salad for breakfast) to be healthy, happy, and slim.
I KNOW YOU CAN DO THIS ... and I'll be praying for you to 'succeed' ...

Well first look at yourself and decide what you don't like about yourself the most. Then imagine yourself how you want to be. This will be your motivation. The good thing about being that heavy is that if you do the right stuff, the weight will come off fast. First you need to eat healthy, drink lots of water, and drink when you are hungry too. And get someone to nag you so you exercise everyday.
I think you should start working on your arms, because in my opinion they are easiest to tone, then when you are happy with how they look work on your stomach area, then your butt and legs.
You should also do stretches and go for a run or a brisk walk every day that the weather permits.
I think you should get some dumbells, about 2.5 pounds, they are not very expensive and on the packet it will usually have exercises. Do these and also I would recommend to do curls; an exercise where you extend your arm in front of you slowly, hold then bring it back in; and the previous except extend your arm vertically. I think do these about 10 times and in 10 sets each with as much rest in between as you need. You start to get results pretty soon and you will burn fat and then start to gain muscle but make sure you are doing these safely and not too much, you don't want to hurt yourself.
Then I would say you should do crunches on a hard surface like the floor. They are like situps (but you won't hurt you back like I did if you don't do them right =( ). Cross your arms across your chest in like the corpse hand position, back on ground, knees bent, feet on the ground (It helps if you put your dumbells on top of your feet so they don't move). Have the opposite fist over the opposite shoulder (don't clench your fists though) and sit up, moving your hands to help propel youself up with your muscles. Do these in sets of 10 at first, then 25 and do as many a day as you want.
There are many easy exercises for butt and legs and by the time you are kind of happy with your arms and stomach, if you have stretched and ran most days, there won't be too much problems left there so you can find ones you like and do them because there are plenty out there.
Pilates and Yoga are helpful too because they distribute the weight better through your body. Play sport as well and be active too. It is really important to lose weight now so you can be healthy and have a long life.

Oh hunnny, I know your pain... I went from being a "skinny minnie" in 4th grade to a "mom has to make my clothes because nothing in the store will fit" by 6th (and my mother was no seamstress). Now, 30 years out of high school, I am still in a constant battle with my weight. The best I can suggest is this; Make sure you wear clothes that FIT ... not necessarily the latest trendy stuff, and not over-sized. You will be beautiful in correct clothing. Don't be afraid to shop at the thrift stores, either. Since you're growing (like a weed as you mom probably says), you'll be going through several wardrobe changes in a very short period of time. So, shopping other people's hand-me-downs will spare your budget.
For those stretch marks, try Palmer's Cocoa Butter Formula. It's inexpensive, but very good for your skin. Moisturizing helps keep you looking fresh & alive!
Now you're going to think this part is weird, but go with me on it, okay? Ask your mother to make an appointment for the both of you with your doctor. Go and talk to your doctor about what you should be expecting as your body changes from little girl to young lady. Perhaps the doctor can suggest some good eating habits that you & mom can work on together in the kitchen. It'll help you learn what you'll need to know when you go out on your own, and make a really cool bond between your mom and you.
If you have a dog, then it needs to go out for a nice walk every day. If not, maybe you can borrow one from a neighbor. Fresh air is a great healer for emotional pain. Even if you just walk the dog at your own pace, not the dog's, you'll enjoy it. And as soon as you have even one thing in your life that you enjoy, then other great things happen. My dog is 13 yrs. old, and she's like a goofy puppy when she sees me grab her leash each morning. So I start my day with a good walk (about 45min.) and a smile on my face...I'll take my chances with those "crows feet" around my eyes, because they got there in good ways (and I know about using good moisturizers)!

The first question you will need to address is exercise.
The second question you will need to answer is food intake.
Exercise should be daily and you should start with a light to moderate routine.
Diet will be the hardest to adjust, but the most effective in weight control. Low-fat foods. Low sodium. Low sugar.
No Soda, unless diet. Drink plenty of water. No fast food ever.
Lots of fruit and vegetables.
