I've come to find that this is true* People do say things that have perhaps been on their minds and bottled up..then it all comes flooding out*....i don't drink but have witnessed this*

Honestly I don't totally agree with that...I have said some not so nice things when I was wasted drunk that I did not really mean...not even deep down did I mean them. So I guess it's true a lot of the time...but I don't think ALL the time...

It's called an effective filter. It's a subconscious reaction that takes place when you're intoxicated. This filter applies to languages as well. Someone that has a moderate proficiency in a foreign language will speak more fluently when intoxicated because they are less worried about making a mistake when speaking. So in regards to telling the truth, think of it more as you are less concerned about the consequences of the words leaving your mouth than when you're sober.

I wouldn't necessarily say people tell the truth when they are drunk. Though they do tend to say whatever it is that pops into their mind. Sometimes this is the truth, but sometimes it is just random strangeness.

When I'm drunk I lie more than usual *and* tell the truth more than usual.
Like I met my friend's cousin who I thought was hot, and I told him so straight out. I'd never do that when sober.
But on the other hand, I told a girl in one of my classes I saw out that she was amazing and the best in our class and stuff, which was complete lies.
Ah alcohol, you tricky thing.

i know in a lot of instances a few of my friends when they drink they say and do things that they regret later.and my grandmother always told me a drunk person speak a sober mind.
