I believe that would be the moisture from the buns getting drawn out by the sun, similar to water evaporation. My best advice would be to keep the buns in the shade, and avoid exposure to the sun as much as possible.

You could put them over ice in a chest with your drinks until you are ready for them. But you run the risk of taking too long for the meat to cook. Maybe you should eat a burger without the bun and see what happens to your stomach afterwards.

Try putting a paper towel on each side of the buns "Inside" the bag. I've heard that this keeps them fresh. Worth a try.
