I heard a little while ago that there was plans to set up an airline which allowed smoking on all flights but i think the plans were denied.

No. No public airline allows smoking anymore.

Ariana Afghan Airlines doesnt say anything if you smoke as Afghans can't live without smoking.

I think there are a few.
But im not too sure,
they are mostlikley European airlines, No airlines in north america will allow it
