i always do arm excrise it seems like none of it will work caus ei havent seen any change

In addition to the cardio mentioned above, arms can be specifically targeted quite easily. Muscles aren't built til the body loses the fat anyway but only body building will do that. It is very difficult for woman to get muscular arms anyway. Our bodies just aren't meant to form that way. The women you see on TV with bulging muscles work amazingly hard for that.

Try holding a pushup position for 30 sections. Up or down it doesn't matter.

Hold your arms out to the side or above your head in that Indian/Budda looking position during 1 whole commercial break. Just try it. See if you can do it for 3 solid minutes.

Yoga. A lot of yoga involves holding your arms outstretched in warrior 1 or 2. You can make your arms "active" by concentrating on the muscles and how hard they are working.

Tricep curls. Hold the weight behind your head, elbow straight up to ceiling and straighten your arm (with the weight) up. Use a small weight--like a 3-5 lb and you won't ever get big muscles but you will lose that flab.

ok, you say nothing about what exercises you're doing OR how long you've been doing them for. to get rid of any body fat you need to do cardiovascular exercise i.e. anything that gets you out of breath, for at least 30 minutes, at least 5 times a week. and when you say you don't want to deal with muscles, do you mean you don't want to build muscle? if you're female which I presume you are, weight training is not going to build significant muscle unless you're prone to it,(i.e have a lot of testosterone) and drink massive amounts of whey protein and train for 4 hours a day. training with light weights will help to tone the muscles beneath the fat and give your arms a leaner shape. you are just not going to get massive biceps and triceps from lifting small weights, it's a common misconception held by many women and believe me, from personal experience it just won't happen!! building a little muscle mass will also help your body to burn off fat more effectively so can't be bad, eh?! for tricep exercises try these: http://www.bodybuilding.com/fun/triceps.htm
