The Catholic Church did not ban the movie "Dogma."
The Church reviewed this movie as it does with all movies in general release to assist believers and their families. The Church found the movie morally offensive and explained why.
Here is the review from November 1999:
Dogma -- Because of anti-religious buffoonery, intense violence, sexual references, substance abuse, assorted vulgarities, profanity and recurring rough language, (O) -- morally offensive. Dogma is a sophomoric religious satire in which a heavenly messenger persuades the last descendant of Joseph and Mary to leave her job in an abortion clinic and set out to stop a pair of fallen angels from regaining heaven by means of a plenary indulgence. The unfunny proceedings rely on a mindless mix of irreverence and absurdity in poking fun at biblical characters and Christian stereotypes.
I have seen the movie. It is funny in places. It even makes a couple of interesting points.
But it also complains about several things that it mistakenly believes is Catholic doctrine.
One example: An old man is being kept alive by a machine. The movie states that the Catholic Church would not allow the machine to be turned off and the man to die. This is incorrect. The Catholic Church does not require extraordinary means to be taken to keep people alive.

I don't think the Pope sits around and says what movies are good and bad, but if he did it would only be to protect the faithful from untruth and confusion. Ultimately we (Catholics) make our own decisions because we are not automatons, but when the pope makes a statement on faith or morals, which are the ones we are supposed to follow, they are always reasonable. The pope is not some guy sitting on a throne handing down judgement as many would like to think. He is only guiding his people as Jesus wants him to. It's not about rules, it's actually about living free.
As for the movie Dogma, I've never been able to watch the entire thing because I can't stand it. As a Catholic, I found the parts that I did watch offensive and hurtful. Nowadays it seems to be politically correct to be anti-catholic.
If you understood what Catholics believed it would be very obvious why we wouldn't like the movie dogma.

When the Pope tells us to abstain from watching a movie, this is opening dialog with his flock. However, if the Pope were to sit on the thorn of St. Peter and say, "Don't watch Dogma" or put an Astrix (*) around a word, sentence, paragraph, then it becomes *infallible* meaning that if we watch the Movie "Dogma" (after Pope infallibly decree's us not to) then we would need to go to confession. Usually the Pope, Bishops, & Priests tell us to abstain for our own good. They don't want us swimming in the secular societies sludge and stuff ... they want us to be pure for God. It's usually a GREAT idea to listen to. Remember, each of us takes tempations by the evil one different ... what is non-chaulant to me may be addicting to you (causing your soul harm).
BTW ... I love the movie "Dogma" ... it's even funnier when you really understand the Catholic Dogma and see how stupid writers really are ... but loads of giggles 4 me and I enjoy it from time-to -time ... however, I must confess, it's a bit sinful when I start drooling over Ben Affleck (blush) ... I can't help it ... he's so cute in this movie ... little chubby, but still cute.

Catholics disregard the pope all the time. Contraception is the best example. It's against church rules but millions of Catholics use it anyway. Even Catholics that really respect the church don't necessarily allow some old man with a pointy hat to tell them how to run their family.

You'd have to provide some references here. I've never heard of the Pope doing so.
There are some Catholic organizations that put out their own movie ratings, but they do not carry official Sanction.

It is Blasphemy. No, the Pope cannot make people not watch a movie, but, I would suggest that serious Catholics pay attention to what he says.

Dogma rocks
I don't think the majority do what he says, especially about issues like birth control. Only the hard core do everything and I think they are the minority, at least in the US
