Technically, a US 'national' is someone who is born in a territory of the US. All citizens are nationals, but not (quite) all nationals are citizens. American Samoa and Swains Island are the only territories where the people are considered nationals, but not citizens.

I suppose someone who repudiates thier American citizenship might still be considered an American national

Naturalization is the process through which a non-citizen becomes a citizen. Naturalization is not the same as citizenship, since natural-born citizens are never naturalized. But, if you've been naturalized, you are now a citizen.

naturalization is the process of becoming a citizen by application.

Citizenship can be by birth, by naturalization, by derivation, and by aquisition.

(22) The term "national of the United States" means (A) a citizen of the United States, or (B) a person who, though not a citizen of the United States, owes permanent allegiance to the United States.
