You need to take your daughter to a pediatrician. This sounds like she could possibly have OCD (Obsessive/Compulsive Disorder). The sooner it's diagnosed and treated, the better. There is also a disorder that causes people to crave and eat unusual things. That could also be one of many possibilities. Please have her checked ASAP -- you can't treat this yourself. Good luck.

I do that too. Its very painful but you just cant help it. It is actually a type of condition that can be treated with Minor medications. Go to your local doctor because as much as she may want to stop, she has a strong urge to continue biting and as a four year old her will is not very strong.
Good luck

The real emergency is you are letting your daughter do this. Are you supervising her for goodness sake?!?!

Take the clippers away and moisturize her hands before she begins bleeding or develops an infection.

Take her to the pediatrician for treatment, if necessary. Keep the clippers away from her.

First of all do not let your daughter do this!!! Don't it's a bad, nasty and as you can see dangerous habit. Two, put some vaseline on her hands. Keep her hands moisturized with vaseline. And then take her to the doctors.

put something non-toxic but bitter on her hands, like something made to stop nail biting. then make SURE to keep all clippers and sharp things away from her.
tell her about how the germs will make her sick if she puts her hands in her mouth.

I assume your child is of normal intelligence. In my experience, wearing gloves was ineffective. Other types of restraints border on cruelty. Discuss this with your child's pediatrician. Perhaps you should ask for a referral to a child psychologist to look into this oral fixation and to recommend interventions to stop it.

Maybe you should take her to a doctor before she does real damage to herself. Does it not hurt her, I felt pain reading this.
