Your Mom should be able to call local code compliance or the home owners association to complain. Either of those organizations will deal with the neighbor without divulging who lodged the complaint. Isn't this neighbor "borrowing" other neighbors garbage cans as well?

Unless you can get a witness or a picture you have no way of knowing it's their trash. I'd be putting on some gloves and open the trash to see it they've thrown away anything with their name on it. If you find something, I would call the office. In this city trash haulers take everything away once a week and your billed quarterly. If you don't pay because of sanitation reasons, they still take it, but if you own your home they'll put a lien on it if the bill gets to high.

3. Take her bag out and place it on her front porch.

honestly i would confront her about it and call the main office. It's not your crap so why should your family have to pay for the removal? If it keeps up after confronting her tell the police and let them have a talk with her. If they are that hard for cash someone in that family needs a second job to pay the bills.

It's amazingly rude of her to dump her trash in your can, BUT it would be equally rude to put the trash outside her house again without talking to her first.
The only *ethical* way to handle this is to talk to her and if she doesn't respect what you have to say, THEN you can take further action.
She may not even be aware of how rude she really is. I wouldn't risk starting trouble and bickering by putting the trash bags on the curb.

just put the trash in her door
just wait late at night to do so
do this a few times she will get the idea
else call the police
you could even get camera and take pictures
of them using your can putting trash in
or just lock your cans up
you got options so use them
else you could contact her with a letter
warning her that you know she is dumping her trash on you
she needs to stop
include the pictures you took of her doing the dumping
making sure the pictures are dated

Take your trash cans out as close to possible to collection time if you can and stay outside in plain view of the neighbor if you can. I don't think she will try to dump her stuff while you are right there but you never know. If it persists even tho she knows you are on to her, call the office and let them know whats going on, they don't like being cheated.

I would say place her trash on her doorstep. Talk to her about it and explain that it's not ok to do as YOU are paying for it. Would you be willing to split the cost with her? If so maybe that could work out well for both of you as she could dump her trash and you would be paying half price.

Honestly, speaking here, I do dump my trash in my neighbor's trash (she's an old lady) and we are family of 4, so she doesn't mind. She's seen me do it, and it's o.k. And no, we do not let it overfill or get hairy.
As for this situation. It could get ugly because she HAS to take out the trash because it will smell, and collect rats, rodents, and besides your neighborhood will smell like a dumpster. Sorry, that she has to do it on yours. I guess she has no choice. Taking it to a dumpster is wayyy expensive costing $70 where I live alone.
