Varies with every airline:
Delta gives info on this phone line:
Pets traveling with passengers:
800-221-1212 for flights within the United States

Jet Blue / Pet travel: cats or dogs can be carried for a fee of $50. Only one pet is allowed per passenger, with the exception of service animals. All animals must be in a carrier smaller than 18x15x8 inches, placed under the seat in front. No animals can be carried on flights to the Dominican Republic, Puerto Rico or the Bahamas.

For more airlines, check out the site below ... it is a great resource and they give the rules of several airlines:

Ask your question of the airline that you will be using.

Airlines do not always have the same rules as other airlines, and you need to have specific information.

Do NOT plan on or administer sedatives without first having a veterinarian examine your cat(s), and then advise you on what to do with YOUR cat. Some animals have bad reactions to what are considered mild sedatives.

You mentioned "layovers" and this suggests interruptions of your trip, so the medication becomes even more important.

Do not take the risk of Do-It-Yourself medication. You, and your cats, may well regret it.

You need to check with your airline to get the exact requirements. Although I am pretty sure you can only have one animal yourself in the cabin, and usually they limit it to only 2 animals total per flight. If you want to bring both of them and you are traveling yourself (don't have a companion to claim the other pet) you'll need to check them into the cargo hold of the plane and buy the appropriate cages that meet the airline specifications. You need an airline bag as well. You also have to tell them you'll have a pet with you when you make the reservation so they hold one of the available slots for it or you'll be out of luck.

Usually it costs anywhere from $50-120 dollars each way for each pet in cabin, and it costs more to send a pet in cargo. You also have to go to your vet and get a "Certificate of Health" within 10 days before your departure to show your animals are healthy and have had all your shots.

Also, know that if you take your pet in cabin it is against FAA regulations to remove the animal from the carrier. When I flew with my puppy, the attendant on the first flight let her come out on my lap but none of the other flight attendants let her come out and she suffered and whined the whole time. It broke my heart. Just be prepared for that in case it happens to you; not everyone is an animal lover. Hope that helps

Flying can be particularly frightening for pets because they are so sensitive to smells and sounds. If your cats are young and in good health I would recommend seeing the vet for a MILD tranquilizer. This eases the experience for them. It would be similar to us taking a Valium before minor surgery.

Go to your vet and they can give you a sedative to kinda knock your cat out until you arrive. He will have to stay in the cart so he will be fine.
