Peter. And Matthew, to a lesser extent.
Matthew's Gospel is clearly aimed at the Jews. It discuses the lineage of Jesus back to the biblical forefathers, and makes many references to the Old Testament prophets, which the Jews were quite familiar with. Matthew attempts to demonstrate how Jesus is the one that the Scriptures foretold for hundreds of years.

The Apostle to the Jews was Peter while Paul was the Apostle to the gentiles. If you really think about it, the apostles were and are for all people.

Primarily, Peter. It wasn't really broken up like that. Paul was the apostle to the gentiles (non-jewish people). But really all the apostles were give to the entire church...the Word says for the building up of the saints.

Jews don't have Apostles. They have Patriarchs, Judges and Profets. Abraham for example was the first patriarch so was Jacob. Samson is considered a Judge of Israel. The profets include Elijah, Zachariia and few others.
