A"fishing cop" is generally refered to as a game warden. They are state peace officers that have to go through academy training much like a police officer. They have the jurisdiction to arrest and detain you. In fact many game wardens are police officers turned wardens.
After graduating, you become a game warden cadet and move up in the ranks to as high as a colonel.
Yes they take care of the fish and wildlife laws of most lakes and parks.

Most have a bachelor's degree in science, either earth science, geology, biology, etc. In NYS there are known as Department of Conservation officers and wear green uniforms. Most prefer to work as far away from New York City as possible because the cost of living in NYC is way too expensive.
