If you are under 18 you can get it pierced if you bring one of your parents so they can co-sign for you, but once your 18 you can get anything pierced without the need of someone else, just you!

Im not completly sure but some places will do it with parental concent at 14, and most places its 16 with parental concent, and 18, and up without.
