generally speaking with a shot gun the different size does not refer to "power" rather the amount of shot in the load. A 12ga is larger around than a 20ga so it is able to hold more shot. Provided the 16ga and 20ga were both gas operated they will both have approx the same muzzle velocity. The 16 gauge will have more shot and thus give you a larger pattern provided they are both choked the same.

no a 16 gauge is more powerful. It goes like this, 10 gauge, 12 gauge, 16 gauge 20 gauge and 410. From the most powerful to the least powerful. There may be a few I missed but these are the most popular and 10 adn 16 guage are not around much anymore.

Gas operated has to do with the way in which the shells are loaded, rather than any kind of additional power in your shot. Your question is analogous to asking if a semi-automatic .22LR is more powerful than a bolt action .30-06 Springfield.
When measuring in terms of gauge, the smaller the gauge, the bigger the diameter of the shell/barrel. Therefore, a 16 gauge is firing a larger "load" than a 20 gauge. With a slug, that means the slug is bigger, and with shot, it means you are capable of covering your spread pattern with more pellets, because the shell can hold more pellets.

The 20ga is just as powerful as the 16ga, the only difference between them is you get more LEAD in the 16ga whether its BB's or Slug..
