It's sometimes used for irony, but most of the time I say that when I COMPLETELY agree with someone.
We use it alone as a short answer.
- Tu es sûr ? are you sure ?
- Tout à fait sûr !! Absolutely sure !!

- Il est blond ? Is he blond ?
- Pas tout à fait. Not completely.

- Donc tu étais au cinéma ? So, you were at the cinema ?
- Tout à fait ! Sure !!!! :)

And a very famous soccer commentator always said "tout à fait Thierry", so it can be used as a french private joke :)

It means: Totally, completely, absolutely.
Ex: C'est tout a fait incroyable= It's absolutely unbelievable.

Hi there!
'Tout a fait' translates literally as 'all to the fact' (the 2nd poster was right). Basically it means, 'absolutely' - it's just French colloquialism when everyone agrees with something.

It also translates as 'all did' but that's not used correctly in this context.

Hope I helped,
Lorna
