I have adobe photoshop7 and paint shop pro 7 and i found out that idon't know how to use them to their full extent and i wanted a program in which you can convert photos into art...

I sure do. Not to change a feature like my nose or put a famous actor in the pic with me. But I do utilize photo shop and photo smart to crop and re-size pictures. Enhance color or even take out the red eye that appears in some of the pictures I take. It is especially helpful if you are going to make a jazzy photo CD. It helps to make everything look uniform, consistent and way more professional.

I think GIMP can do that. That is a open source program, is almost like photoshop.
