It sounds like you need to do 2 things (as is usually the case with the abdominal region).
1. Lose a few pounds.
2. Firm up.
The best way to lose pounds is cardiovascular exercise which sucks. I love lifting weights and working out but dont like running, treadmills, stair climbers, etc. Try a fun cardio excercise like raquetball or swimming. The key is to keep your heart rate up (how high depends on age and health) for 20 minutes or more. The other way to lose the weight is to watch what and how much you eat.
To firm up you should use equipment designed to work the abdominals. Sit ups are not good for you if you are doing them while laying on the floor. A crunch or ab machine at a gym will give you faster results and will be better on your spine.

I was a fitness instructor for 30 freshman girls last semester, and they've all avoided the freshman weight gain. Most have lost weight or gained muscle tone (not bulk) because I pushed them consistently 3 days a week. Most of them also came to the gym on the weekends because they'd become so accustomed to it.

The most effective way for me, personally is to count my calories.
Start by cutting your calories down to 1200-1500 per day (never go lower than this or it is unhealthy for your body). Eat only healthy foods like tons of fruits, vegetables, whole grain pasta or bread, and lean meats like fish (unbreaded), chicken (unbreaded), and eggs (no yolk).
Try adding some cardio to your day. I am a runner, but if you dont like to run, you can also walk, bike, or jump rope. Try doing this for 30 minutes three to four times per week.
Also do some strength training for your midsection. Get a stability ball and do some crunches on that. Also do the "bicycle" and side crunches.
The most important thing of all is : CONSISTENCY!!!
Do it EVERY day so that you will see results. If you dont follow through you will lose momentum!!
Also, drink tons of water. Take your weight, divide it in half, and that is how many oz. of water you need to drink in a day. That will also help you to lose the weight as it will cleanse your system of extra sodium, etc.

The best way to loose fat is to eat proper..Breakfast should be your biggest meal. Try a protein like cottage cheese or yogurt, add some fruit the darker the better more vitamins, and finally a slice of whole wheat toast with peanut butter. Lunch should be a salad w/grilled chicken or lunch meat or tuna. Dinner try not to have much bread....You should have grilled salmon or any fish or chicken and lots of veggies. For snacks try Kashi bars, veggies, fruit, or small amounts of nuts.
Of course if you mix w/ exercise you can do it much quicker.

find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

The best way to loose weight and keep it off is with a total body cleanse product that provides nutrients. The body retains fat and fluids to buffer itself against toxins. Get rid of the toxins and the excess fat and fluid comes off. This can be done quite rapidly if you choose the right product.

Walk for one hour everyday at a brisk pace. Cut out all high fat foods and eat a lot of fresh vegetables and whole grains. You could do some crunches too, to firm up the area.

Weight Watchers REALLY works!!!
I am terrible at self control and such things, and even I lost 25 lbs!!!
You have to lose body fat to get rid of the stomach. You could do a million sit ups but the last place the fat in your body would leave is your stomach.
