Digital photo resizing?

okay, my operating system is windows ME and i need to downsize pics for the internet. Picasa is too big for my system and Paint shop takes the color out of the saved files... what can I do for free to downsize that will fit my system?

Try downloading Xnview. It is a fairly small graphics viewer/editor, with the ability to change file sizes.
