Our bodies were designed to function, not to be unhealthy or fat. There is an underlying cause and it is most likely related to nutrition. Too many toxins, too many processed foods, not enough lean protein, too many simple carbs versus the healthy carbs from fruits and veggies, and -- believe it or not -- not enough of the healthy fats from fish and nuts and seeds . . . all those things can throw our systems out of whack.
I recommend starting with Ann Louise Gittleman's book "The Fat Flush Diet" and going from there. She will help you see why your body is acting the way it's acting. http://www.annlouise.com/
I also found this site very informative: http://www.drrind.com/
To say "metabolism is slow" is to state a symptom, not a condition. You need to find out why your metabolism is so sluggish and address that issue.
Finally, find an experienced and knowledgable nutritionist and/or personal trainer (look into several until you find someone who is going to give you genuine answers and guidance, not just a bunch of fancy words ungrounded in physiological knowledge).
There's little help in bunch of buzz words with no explanation of why or how your body operates the way it does.
Your nutrionist will recommend supplements and vitamins, which you can find a well-stocked and expertly-staffed natural foods store in your area. This site has a wide selection but it's up to you to find out which ones are needed by (and safe for) your body: http://www.nutritiondiscounters.com/
EDIT: This advice is more suited for an adult. If you are 13, you need far more calories than 1,200 a day! You are growing and need to eat healthily and frequently. If you are genuinely overweight (not just carrying a bit of "baby fat"), ask your parents to bring you to a nutrition counselor and have them read Ann Louise Gittleman's books with you.
P.S. "Detox" is not hooey -- not if it is done properly through good, healthy eating.

You are not eating enough. If you have a slow metabolism what you want to do is eat at least five small meals a day that have a considerable high lean protein (boneless skinless chicken breast, turkey breast, tuna in water, etc.) content, you should have a small meal upon waking and about every 3-3.5 hours thereafter, stopping at about 7 or 7:30 at night, frequently consuming protein will stoke up your metabolism, go easy on fats except for unsaturated fats like those that come from nuts and fish. Accompany your lean protein with portioned amounts of low glycemic index carbohydrates (whole grains, beans, brown rice, etc) Add in 2-3 servings of fruit and as many servings of vegetables as you like, and you will lose weight, Check out the body for life eating plan.
Here is how to calculate your ideal calorie intake:

You can use the following to figure out precisely how many calories you need, The value it gives you is your Basal Metabolic Rate, the amount of calories that you can eat and neither lose nor gain weight, To lose about a pound a week, which is a healthy rate, undercut this value by 500 calories.
STEP 1:
Use this calculator:
http://www.bmi-calculator.net/bmr-calcul...
STEP 2
Harris Benedict Formula
To determine your total daily calorie needs, multiply your bmr by the appropriate activity factor, as follows:
If you are sedentary (little or no exercise) : Calorie-Calculation = BMR x 1.2
If you are lightly active (light exercise/sports 1-3 days/week) : Calorie-Calculation = BMR x 1.375
If you are moderatetely active (moderate exercise/sports 3-5 days/week) : Calorie-Calculation = BMR x 1.55
If you are very active (hard exercise/sports 6-7 days a week) : Calorie-Calculation = BMR x 1.725
If you are extra active (very hard exercise/sports & physical job or 2x training) : Calorie-Calculation = BMR x 1.9

find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

OK first of all get away from any processed foods, any white flour products and white sugar. If you do this one thing at a time your body wont be shocked. Dont worry so much about HOW MUCH of this GOOD FOOD you eat at first just stay away from the junk. Eventually your body will STOP craving so much and as long as you stay with a good portion of your diet as unprocessed, unbleached products you will stay that way. As far as exersizing, (which is very important) move as much as you can. You need only 20 minutes of aerobic exersize a day to get your metabolism moving. BY the way dont believe the crap that you read about "DETOXing" your body its a bunch of HOOey

What are you drinking? Sodas? Drink more water. Try drinking a huge glass of water 30 minutes before a meal. Tt also sounds like you need more protein; lean meats and fish.
And you can always exercise. Think grade school gym class: jumping jacks, jump rope, sit ups/crunches, pushups, etc. All of that can be done in your room or the backyard.

i have and continue to suffer from an eating disorder and my biggest advice to listen to your body, and exercise because you want to, not because you feel you have too. Your body will tell you when it's hungry or full, so make sure you listen to it. Don't count calories! Don't starve yourself! Diets don't work because you go right back to your old lifestyle once you've made your "ideal weight". My whole life was obessed with weight and food and calories and I wasn't happy. But now I'm slowly becoming happier and I'm becoming me again. You are who you are and that's perfectly okay. Love yourself for who you are.
Anybody who struggles with their body image, check out:

O.K. .........STOP !!! Your sugar levels sound like they are out of control... This alone will make you CRAVE FOOD!! Too many carbs in your system.... Your on a roller coaster ride..... BUT..... I dont know your age, so I will tread carefully..... Eat LOTS or protein.. ) Meat, eggs, cheese etc.. to keep you feeling full, fruit and veggies are a good choice also.. Dont tell me you CANT exercise!! Stand in one spot and MARCH.. Lift your legs high and have marching arms. squats, lunges can be done using your body weight - in one spot. Use your imagination and dont say YOU CANT!!!! Because you CAN ! Anywhere and Anytime !! Put a toon in your head and start moving!!

you're body is always hungry because you have trained it to expect large quanity of foods. Try to set a more reasonable goal, instead of trying to go straight to 1200 calories, gradually start cutting back.
As far as exercise goes, try walking more and when you're ready start jogging outside.

What I did may not be best for you , but it worked:
7 years ago I weighed 240 ( I am 6'2").
I lost 60 pounds in 2 months and have kept it off.
The secret: I ate 500 calories a day for two months, some days I didnt eat. It works! And your body gets used to it, i am never hungry anymore!
