Yep and the much vaunted exception for working & show dogs are a southern reading test (impossible to pass). AND you are only legal with an intact dog & a permit till 2009 ...
At the same time they are claiming this radical approch in nessary due to the "overpopulation" of abandoned dog in shelters, there are dozens of gorups who's sole purpose it to IMPORT mexican street strays for adoption......

I believe anything could happen in either CA or NY.

Unfortunately there is a big push by the purebred licensing agencies to try to stop any backyard breeding or any breeding of non registered purebreds. It is a shame because it is all profit motivated. When I was a child there were all sorts of puppies in the paper every week or two and every kid had a dog, usually heinz 57 type. They were happy. Now we have become a dog-racist bunch of arrogant self-important humans. It's just a shame that we have become so self-important that we even think of a pet as a designer accessory.

And it has hurt America. Fewer kids are growing up with a pet dog to sleep on the end of their bed or be their best friend. A dog is a dog is a dog. They don't look at each other with prejudice. They are all simply dogs. Only humans look at one thing as being worth more than another.

There are new legislative alerts almost daily these days. The Animal Rights Activist are trying to make it impossible to own pets and they have succeeded in a few states and counties. If a person doesn't think it could happen to them or in their area they neeed to think again. One way to prevent the ridiculous laws from coming into effect is to be aware of these things by visiting www.akc.org They have Legislative Alerts updated daily and tell you who to contact in your area to oppose these communist rules. People sit idle by and ignore this stuff thinking it can't happen to them or won't happen in their state and that is how many of these laws and restrictions are coming into law. GET ACTIVE and help stop the insanity. These laws are made to appear at first that they are to protect animals and stop puppy mills but in the long run it hurts show breeders, exhibitors and the loving responsible pet owners and does nothing to stop neglect or puppy mills.

I don't think it will ever happen. To many dogs in CA especially LA being put down daily due to overpopulation.

I would never oppose a law that was for mandatory sterilization. Maybe animals would get the "respect" and homes they deserve.
Service dogs, police dogs, search & rescue dogs, purebred dogs raised by breeders, and competition dogs are all exempt.

There are so many irresponsible pet owners out there that it'd cost more to enforce such a law than it does to run animals shelters.
