report a father who does'nt care if his kids are sick, he will drop them off at his grandparents house or send them to day care, even if one had scabies

You can't know that he doesn't care. Scabies is a skin infection and while it is contagious, it isn't like the flu where the child would feel ill, just itchy. He may not have much of a choice, bills need to be paid and food needs to be bought. The child may have been receiving treatment and be cleared to go to daycare. You can't know all of the situation, best not to assume anything.

I dont' think we have all the facts here...how do you know he doesn't care that his kids are sick? What if he has to make sure he goes to work so that he can afford to feed his kids? Is that still considered negligent parenting? I think not. I'm sure there are more details here that you're not telling us...

yes. even if you dont no for sure you need to report him. His kids could be suffering.
but...
maybe he does have to pay the bills but idk. its up to your judgement. im staying out of it.
