download avg and scan for viruses. you never know for sure if your registry has problems. some viruses have that popup and offer something to buy to fix it, but that is just some spyware that you end up downloading. feel freee to e-mail me if you still have problems after scanning your pc. good luck!

Is this coming up in a small Messenger Service window. This was originally for administrators to send messages to individual users, through a network but now it is being hijacked by the advertising companies to sell their wares. If it is in such a window you can safely ignore it and turn off Windows Messenger Service in "Services" located in "Administration tools" from Control Panel. Do a registry scan with something like "Registery Mechanic" or similar and a spyware check with your preferred program.

It sounds like you have got a spyware on your computer that want's you to buy their software to repair the problem.
You need an anti virus and spyware program to clean it.
AVG Free is avaliable both spyware and antivirus. It's made by Grisoft and free for home use. Just do a search for AVG FREE and download it. It should correct the problem.

Try using Kaspersky® Anti-Virus 6.0.I use trial version of this for check a virus that didn't catch even in Norton,AVG,Mcafee.
It's great but try it only if you have good memory(RAM) Or try a free online scan.
