find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

Do the proper combination for him.

Start him on a detox in the morning with fruits only. No breakfast.
For lunch do any of the above combination.(serve him a fruit 15 minutes before lunch)

Yes he can do aerobic forms of exercise like jogging and swimming. A recommended 10 minutes starter for the first two days followed by a 20 minutes exercise the following 4 days, follow through with a 20 minutes jog in the morning and another 15 minutes jog in the evening. Remember that he is only a child, dont go too vigorous for him.
Drinking 8 full glasses of water on a daily basis is recommended.
Cut the following:

Eat lots of foods that are low in fat and high in fiber (they seem to keep people feeling full for longer). Eat lots of fruit and veggies and drink at least 8 glasses of water a day (no soda, or high sugar juices). Try to cut cheese and high calorie foods out of his diet. And of course plenty of exercise.
