It depends on the type of tumor (meningioma, astrocytoma, glioma, etc.) the location in the brain, and the grade of the tumor. Your friend should have gotten a copy of the path lab report from the debulking surgery that will show the grade.
The WHO (world health org) classifies the grades of tumors (grade I, II, III and IV). Grade I being non-malignant and grade IV the most agressive and invasive.
If it has been 3 years since the debulking I would assume your friend's tumor was a benign, slow growing tumor and probably the radiation stopped the growth of the residual tumor.
I had a golf ball sized grade I meningioma removed from the center of my head 3 years ago and have MRI's every 6 months. So far there is no re-growth. The statistical possibility of re-growth within 10 years after my surgery is 20%.
The best way to find out is to ask your friend. I am not at all bothered if people ask me about my health. I have titanium plates and screws in my skull and currently I have a tiny screw that has backed out and can be felt as a bump under the skin on my forehead. My friends joke that I have a screw loose. Well I guess I do.

the tumor could grow back if it is not completely removed due to complication or metastized before operation. if not the chances are very slim. even i have a healthy fren after a brain surgery and no recurrent tumors are detected

All the information you get here isn't going to help you. This is between him and his doctor. My friend had an benign tumor, unfortunately she wouldn't take no for an answer. She insisted she was going to die. The doctor told her "yes" you are. Just as I am. And the rest of us, but, to no avail. I got tired of listening to her.
She's a nice person but, it gets very tiring to listening to her and her "brain tumor" and her dying. This has been going on for fifteen years now. The doctor told her a number of times she'll outlive her tumor, I don't think she wants to.
So many things depend on this. There are so many variables, one can never no. If you have the patience and can help this person, fine. My patience has worn very thin.

for ppl age below 35 yrs old, everyday will get 3000-5000 cancer cell while above 35 get 5000-7000 cancer cell. Under normal condition our immune system will be able to kill all of them. When they are not able to kill the cancer cells they will wrap up the cells and slowly it will form what will called tumour. When tumour is removed through surgery but the cause of the cancer is not remove, immune system is not increased, living and eating habit is not changed, the tumour will come back eventually. The best solution might be increase the intake amount of "antioxidant with phytonutrients" and "coq10 with taurine".
normally it takes 10 to 20 yrs for a tumour to grow peanut size (usually goes undetected), but it takes only 6 mths for it to grow from peanut size to a size of egg. but for relapse tumour of cos will not take so long.
