If the case has warped from heat, the tape inside may still be intact. The case can be disassembled and the tape put into a different case. The cases are all the same size so you could trash a 10-minute promo tape and replace it with a full-length movie.
Once they can be made usable, they can be donated or otherwise shared. The library may have good reason to refuse re-cased tapes as part of a policy of avoiding pirated materials. A senior center or family crisis center might not have any problems with accepting the items.
Once they can be made usable, the write-protect notch can be taped over and they could be used for new recordings of stuff you might pass on to others freely, rather than lend with hope of eventual return.

Well I have lots of VHS Tapes and I did recycle them how? well i use them during christmas activites games.
set the time and give each kids the vhs tapes and tell them too remove the black strip from the tapes who finished first wins the game. but after that it would be quite mess so I keep them aside and use them for other decoration. And still thinking what can be done with them.
still checking out the http://www.hitentertainment.com/artattack/

I was going to suggest that you take them to a copying service and have them transferred to DVD. But . . . since they don't work, that probably isn't the right solution.
Hmmm. Maybe you could make a very unique bookcase or CE holder out of them. I'm thinking glue several together and then put a piece of shelving or plexiglass (or glass) cut to what ever size shelf you want on top of them, and then glue more together and repeat the process until you have what you want.
Or . . . you could partially bury them in a flower bed to make a unique edging.
You could paint them any color you like and glue them into a box-like form and use the box to store items in.
If all else fails, perhaps you could donate them to a youth facility or a senior citizens club. They usually have someone who finds unique ways to use different things. Even a scouting organization might have a use for them.
Good luck.

We use them to decorate at Halloween.
We have made a great big spider web up the side of our home. Then used other recycled items to make a big spider. We also used them to make a witches cave look creeper for a spook ally. My kids also have used them to TP a house, but I'm not sure if that's the best use lol.

if they are not playable, recycling them would be about the only thing to do. what else is there? you are doing the right thing by clearing out your storage of junk. don't half-*** do it! get rid of that stuff and move on. keep the antiques and the memories and discard that which you have no use for.

Go ahead, take the plunge! Stop collecting worthless junk that has no use. If they are in bad shape, nobody would want to stick them in their VCR player. Throw them away, because I really don't have a suggestion of how they could be used for anything else.

Arts a great Idea, But I got a BETTER one. Liquid art.
This is the coolest thing ever. Nasa created the idea and now we are developing this technology to protect our soldiers. It will make normal soft clothes turn instantly into hard armor.
Check out the videos. Its called ferrofluid. be careful with it since it is a fluorocarbon-based compound if you make it.
