No, genital warts and normal warts are two different things. The only reason herpes can be spread from the mouth to the genitals is because they are of the same group within the disease. It's still not a good idea because the warts are still viruses and can be spread to other area's of the body. I would have your "boifriend" go to a doctor and have them checked out and try to get them cleaned up. That can't be pleasant to be trying to do something like that and have ugly warts all over their hands.

NO! They are different strands and different types. Yet all warts are caused by HPV. Which is a virus that your body will learn to surpress and destroy all in time.
Every sexually active person will be HPV infected once in their life. Some don't even have symptoms. That is why it's very common. 3 out of 4 people have it and don't even know it.
HPV is managalbe. Genital warts will go away and at times never return. Only 25% of people have re-occurances.
KEY:
Eat right, be healthy, be safe (condoms are not 100% effective and you can still get HPV by wearing a condom) and take vitamins.

Are they just regular warts? Because regular warts are not the same as genital warts. If they are just typical warts, then no...you cannot get genital warts from that. That's still gross though. I wouldn't want anyone touching my cooch with any warts of any kind on their hands! BLECH.
