No....they should start one to help balance out the usage of the people in their city. Also, it is difficult for cities to do it for revenue as most cities run their own recycling program so tax dollars pay for it. I can't believe that a city as big as Detroit doesn't already have a recycling program.

All cities regardless of size & population should have recycling. If there is none, start your own as I have. Boy Scout groups earn badges for recycling, so I'm sure other organizations do to. I just called the groups, they come & pick mine up on a regular basis. All articles are rinsed before compressing to keep insects away & I'm saved from having to walk to the community dumpster.

yes they should it is our home town the waste is high I live 2 blocks from the Detroit Zoo and we recycle
