A while back i applied for a grant from my local council (there are certain criteria that you have to fulfill i e on benefits,low income,etc etc) Anyway i was given the grant as part of the energy efficiency programme,and they insulated my loft then a couple of days leter a big box of these bulbs came in the post so i see no reason why you can't just ask for the bulbs alone.
Just e-mail them and ask it can't hurt after all "don't ask don't get"

low energy lightbulbs are sometimes given away from:
local counsils run sometimes local schemes for vunerable residents;
some energy suppliers do promotions;
CRed have some if you sign up to Carbon Reduction;
and local volunteer centres sometimes have some to distribute..

but buying low energy bulbs will save you money and the longer life will reduce the effort of buying & fitting new ones and inconvinience of being left in the dark, so why not do it anyway?

Note: there is no such thing as free energy light bulbs - unless you use a lightning conductor to a carbon arc.

get them from yahoo buy joining yahoo green once you get 500 points you can get one free energy efficient light bulb

I know my local stores about once a month sponser days when they will give out one free lightl bulb per person, and have materials about how to save energy, cut cost, etc. . . . Or you could just get a best answer on yahoo answers! :)

Bit of a long shot but if you happen to live anywhere in the south-west area (ie Devon), you can pick them up from the local council's "Do It for Devon" roadshows and from various local libraries.

If you're not in that neck of the woods, it may be worth checking your own local council's website for similar sorts of events as an increasing number of councils now seem to be running these sorts of events.

If you are on a low income look out for ‘warm deal’ or ‘warm front’ grants, or the like, from your energy company, or google it and see if you could be eligible.

Not sure where you live, but our local electric company will give you really good discounts on those compact florescent lights. Not free, but they're pretty cheap

well you can get them on yahoo answers you will see a bag swinging in one of the corners it's green click on it and you can sign up for a free one and u will also earn "green" points towards your next free one w/ every best answer!
