If you're specifically looking for cheap, rice and beans is the way to go. A big bag of brown rice costs about $8 where I live, and big bags of mixed dry beans are even cheaper. Both have lots of protein.

Have you tried TVP textured vegetable protein?? Its pretty awesome. I use it in "mock sloppy joes" its cheap and comes in bulk dehydrated then you add some hot H2O!! Try it..
