for example : the number 2 is dva and a girl is devooshka. But why when we put them together it will become dve devooshki ? Is dva a masculine or femine.

What if we say a higer number like 55 girls ?

The numeral "dva" has gender destinctions. The form "dva" stands for masculine things. With masculine persons it will be "dvoe". This is valid with all numerals ending in "dva" (like 22, 62, 92 and so on). Other numerals don't differ in gender, so 55 girls will be "pyat'desyat pyat' devooshek". Here you see the changing of the noun - it is because of the case.
With 2 - 4 numbers the form will be nominative plural "devooshki"
With 5 -20 numbers the form is genitive "devooshek"
With 1, 21 and so on, the form is nominative singular "devooshka"

1 girl = odna deviyshka
2 girls = dve devushki
3, 4 girls = tri, chetyre devuski
5, 6, 7, 8, 9, 10 girls = piat, shest, sem, vosem, deviat, desiat
devushek..etc
odin malchik, dva malchika, tri malchika, piat, shest, sem, vosem, deviat, desiat malchikov.
