Looks to me like it used to be a base for something. Maybe a sign or a parasol. The concrete would be a good base as it wont allow things fastened to it to blow over. Maybe a farm shop/cafe had it at the side of the road etc

I've had a look at websites concerning your village. I see it was once a mining village. I wonder if the object is anything to do with the mines? I must admit I've also lived in mining areas and have never seen anything like it. Next thought. I see there was a medieval castle. Could it be anything to do with that? I must admit it's a real puzzle. Have you spoken to this lady?:-

Disagree with the surveyors datum marker response - in the UK these are the tall 'trig points' seen all over the countryside.

This is a cattle fountain, it is better than using a bath or static container, as the moving water in the fountain is less likely to freeze in winter and will provide wet stone. Sometimes a method of the animals turning on and off the water is apparent, such as a small foot pedal! Or nose lever!

Cattle like to lick, and will lick at stone and rough surfaces in order to get the salt minerals from the 'stones'. It keeps them happy, there is likely to be either a tap or buried water supply there, it is unlikely to be an electric pump fed fountain, but would be turned on and off at a trickle for 6 hours a day for instance, by a farmer.

Looks like it was a water feature of some sort.
Or the concrete ball went in the ground and had a post coming out the top of it.
Just like when you take out a fence post you still have the concrete it was set in stuck to the bottom of it.

Matt, I have sent this picture to my aunt who heads the research department at carnegie-mellon university in pennsylvania.

I have a couple questions,
1. does it move?
2. does it look like it may have moved at one time?
3. around the radius, are there any marks or evidence of a bigger piece?
4. What is above it? any poles, bars, wires?

It looks like it could be a surveyors datum marker.
that is a fixed reference point for all the other marks
and measures, it's obviously manmade and almost
immovable so it would serve well.

looks like some sort of flag holder i have seen some like it in my local park but they are much bigger the ones i have seen
