One, I'm agnostic and thus not atheist, so hopefully my opinion is relevant, hah. Second, I'm not exactly sure what you mean by "cosmic soup" - you can either mean "everything within the galaxy" or "free movement of quarks".
Either answer, the cosmic soup came to exist because of the Big Bang - as in, one-one-thousandth of a second after the big bang would quarks have begun to co-mingle and create matter. Anyhow, I believe the Big Bang to be more likely than not (and, hell, whether the Big Bang is created by God I've no idea, equally) to be the reason for the creation of the universe. Also, those theories like Strings and M push me closer to believing in the validity of the occurance of Big Bangs regularly in the solar system (in this case, from black holes/white holes, etc.).
Anyhow, as an agnostic person, I believe in the Big Bang, that the cosmic soup directly follows the Big Bang, and that the Big Bang is what we have to thank for our fancy computers and plush chairs for our fannies to sit on.

Alright, you're talking about the free floating quarks that just plain existed, period. I have no problem with anything having existed forever, personally, so that's not an issue to me. Regardless, the Big Bang is still the catalyst which caused the quarks to bind into matter in my mind.
Second Edit:
I don't consider the Big Bang to be what created the multiverse, simply just our universe. Your edit makes me think that the universe is all that is, when I believe per Strings that the multiverse is all that is, the universe is just our universe, and our universe was created by "A" Big Bang which we refer to as "The" Big Bang because it happened to create us.

Do YOU really believe that Gods is so imperfect that he made a mistake setting up a begining for his creation?
Big bang rules, even though WE have no idea what happened before YET. Isn't he great for creating such a great science behind his creation? (and letting us think we find it out!)
