Boss should have sent the employee home to change. Very tacky.
One day, when I was working at the grade school, one of the teachers had a top like that on. I could see her bra from across the room. Thought that was tacky, too.

Where did you see this girl, so I can inspect for myself?
Seriously though, it is tacky. But in reality, unless I've seen the girl wearing the same top several times I guess I assume she didn't realize the situation until she got to work, if she did at all.
I suppose it's kind of like when the girl at the department store turns around to get your bag and you see her thong sticking out the top of her pants.

Chances are that it is deliberate.
A lot of women feel that this is the only way to attract attention, but why would any woman want that sort of attention?
Of course it is tacky, but she obviously has no self esteem or she would take pride in herself...at least when at work.

It might be tacky, it all depends where this person is working. Like a bartender, La Perla lingerie, etc. Also, remember Erin Brockovich (when her boss said she wasn't dressed properly )? Also, this person may not know better or may not have the appropriate wardrobe. Sometimes, employers expect their employees to dress in a way they cannot afford (why should one change her style when the job is not paying enough?).

Yes. Problem is sometime when wearing white, the person wearing it doesn't always know that it shows like that. The light might be stronger where she is than at home looking in the mirror. Because I see it on others, I make a point to never wear a white blouse, or tee shirt.

YES this would be very tacky...perhaps she is trying to put herself out there in an attempt to attract a guy...perhaps is she was told that it is far more attractive to cover herself up and wear clothes that fit...it really leaves more to be desired being based on her personality rather than ....hey this is me and my bra...maybe you should tell her that its rather unprofessional...tell her if she must show off...wear a shirt that accents her neck...and wear a small necklace and to wear her hair back...shell be suprised by the attention she gets

its not so much tacky, its very bad dress sense. Its far worse when a bra doesn't fit correctly and there seems to be 4 boobs under the top!
