Some people learn to get what they want by bullying others. They do it with everyone, including their college professors.
The behaviour comes from 2 sources, 1 something they have learnt, and 2 the stress of study.
They need to learn to solve the problems themselves rather than harrassing people.
If the letters contain threats it is a serious matter and this student may need to be disciplined or removed from the school.
Otherwise, simply compose a profession, polite but firm response telling them to cease and desist from such activities and putting a clear limit on their behaviour.
