In most states renting a room has to do with legal age to drink in that state, which in the states is 21.

An adult can rent the room for you but when you try and check in they might not let you because of you being under age.

Most up scale hotels will not let the adult rent and/or pay for the room and let an under age person stay in the room..

You might try a non change hotel. They might be more ok with someone under 21 renting a room.

most hotels require that you pay with a credit card. most underaged people have none. It would be unwise and unethical for a person to rent a hotel room for unsupervised underaged people.

You need a credit card to make reservations at a hotel and minors don't usually have one. Yes to your second question

no. you need state i d. an adult could get the room but could be held liable for the minors actions. thats like renting an apartment but let others live there and your not there at all.
