Several reasons:
The parent brought it out in public without a nap, or a meal, or both, thus disrupting the kid's schedule, and making it cranky.
The parents do not care about the kid, and/or your reaction to it.
The kid is in a strange place, with strange people and things, hence the crying, it's scared.
The kid has learned that when it is taken out in public, it gets lots of attention for screaming.
And has learned that screaming gets it a toy, or something with sugar in it.
Boredom, teething, sickness, colic, and the parent could care less .
Nobody says parents should stay home indefinely, and single parenting makes it difficult to do the shopping, and good babysitters are hard to find.. But, parents should think of the the kid first, and what taking the kid out when it is already nappless, or sick does to the child. Keep a supply of diapers, babyfood, and a meal for yourself in the house in case of emergency , and keep the kid home.

A lot of those kids probably scream and cry at home too. They do this in public either because their parents don't discipline them when they behave that way, or because they have learned that if they scream and cry, eventually their parents will give them whatever they want.
As for why they don't stay home, young children don't really have a choice to stay home or not. Their parents bring them along instead of hiring a sitter.

I find this question particularly pertinent to many occasions . Don't they love screaming their lungs off in Libraries and supermarkets . Unfortunately the law says they cant be smacked .
And don't they know it !!!
I have on occasion when i haven't eaten for days and my nerves are frazzled just gone up to the kid and Screamed SHUT UP
It shocks the Mother (the Mother it has been forgoten is supposed to instill manners in the child the Father discipline ) but as so many don't have a male presence discipline is indulged and the mothers have monsters particularly little girls who are indulged because the mothers think they never were and the girls are only going to suffer at the hands of cruel men like they were .
Id say have something Delicious like Liquorice and offer it to the kid they are so surprised at stranger giving them something that it catches them of guard and the liquorice will act as a laxative so the mother can have the **** at home like we have had to put up with .

Kids who display these behaviours have usually found that embarassing their parent in public causes the parent to cave in an give them what they want. I was once babysitting a 5 year old and at the candy section he loked up at me and said" if you don't buy me some candy I'm going to scream" I walked away and he began to scream. So I stood there and let him scream all he wanted, then took him to the car and gave him a swat on his fanny.. His mother thanked me because he stopped doing it to her too.Apparently he'd started doing it a month previously and she couldn't stop him. Now she believes in discipline instead of appeasement.You can't let a child run your life, they don't have the capacity to make the right decisions.

They know you will react differently in public so they test you to the limit.
You know people are watching so your more careful than you are at home about what you say or do and the kids usually get away with more.

welllll, some really good therories on here. my son has tantrums everywhere we go. grocery shopping, eating out (what a joke), school, day care. Am I a horrible parent? you're all probably thinking that i am. well, my son has a disabillity and he cant communicate his wishes and frustrations as well as "normal" people. this is the only way he knows how to communicate. SO, i ask that you all not jump to conclusions that the parents are too lenient and have no spine. I, for one, am doing the best i can.

They can't stay home because Mom's got the shopping bug.
They scream & cry because they know they have a real chance of getting what they want.
