No, its not physically possible for thirteen year olds to reach a level of maturity where they are old enough to "date" (dating referring to actually going on 1 on 1 dates and not just sitting next to each other in class) .
The brain is not fully developed at that age.

I agree to a point, relationships are about maturity, and provided there is supervision when necessary I don't believe a relationship for two young people is bad, however if I had kids, I wouldn't be letting my 13 yr old son have his "girlfriend" stay overnight..

Because many people think at that age, its too early to even start thinking about it. They're early teens, still considered children in many eyes. They should worry about more important things, such as school and such. People think it'll distract them from the greater things in life, and that it'll only worry them more as they grow older. Social maturity has nothing to do with it. It's true that I always say "Age ain't nothing but a number", but with age comes wisdom, and most kids are too inexperienced and too young to trifle with one of life's most debacling dilemmas.

true... maturity is in no way defined by your age... but typically 13-14 year olds are still immature and dating just isnt right.. but yeah i agree maturity goes beyond age.

It's ok to kiss, not french kiss. I mean no matter how "mature" you are. In that age your still a kid. So it can't be real. you can't even drive anyway. So you'll be asking your mom to take you on a date.
