Buy the operating system you're wanting [definately check the specs needed first], then install. It's pretty simple.
You might have to format the hard drive, though.

I recommend not to upgrade, but to buy a complete (retail) operating system. As far as I know, Windows ME was the most-unstable operating system from Microsoft (from my experience and what others told me) and I would not try to upgrade that version of Windows. It is better to install a full version of Windows XP. Hope this answer can help you.

XP Home upgrade or retail, as its using ME now, chances are it wont even work with Vista without a major upgrade on hardware, even on XP you may need to do some upgrade, but hopefully not much

If you want to get the upgrade,check setting in control panel...either you make manual/automatic updates and get the best OS,which is Linux Ubuntu or Microsoft XP..erm..it's on the market..
Perform this manually..Try it now..No need the big RAM to perform this !!

buy an operating system upgrade cd such as windows xp and insert it to your drive. its incredibly easy
note though, since you have an older machine. make sure you have at least 512 mb ram for xp and a gig for vista
