Sounds to me that the self timer is on. Here is a link for the manual if you need it. http://a1995.g.akamai.net/f/1995/10026/1d/images.hsn.com/images/content/pdf/248512m.pdf
When you hold the shutter release button down halfway the camera focuses then when you press the shutter release down all the way the camera takes the picture. There should be a slight delay, also make sure the flash is turned on. If the flash is not on when needed the the shutter must stay open longer.

When you press the button, your camera will focus on the subject then take the picture. In most cases, the delay is caused by the amount of time it needs to focus on the subject. If you can set the focus earlier, many cameras support a two step shutter button. Pressing 1/2 way sets the focus. You then hold the button 1/2 way until you're ready to take the picture and the picture is taken a split second later.

If your camera has a red-eye reduction feature, disable it. It usually adds a second or two as it enables the flash to come on before the shutter opens.

You can prefocus as halthron has described or you can try a "sport" mode if your camera has one. Or, you can set it to "infinity" (the icon looks like a mountain) if your subject is not too close to you.
