What signals to expect for JDM PIC programmer ?

I just finished assembling a JDM PIC programmer, but unfortunately don't get any data when trying to read a 16F84A with the IC Prog software.
What are the expected voltage ranges at the socket ?
What are reliable settings for IC Prog ?
