Im looking for software that is used to zoom in on a pic and then unpixalate to look as clean as the original

Linked below are several programs that are totally free and will do what you are wanting to do.

However, unless you have enlarged/zoomed in just a small amount, no program is going to make it look as good as the original.

In order to enlarge a photo, or a zoomed in portion, and have a good quality result, the original must be of high quality and sufficient size to begin with.

That can be done with software such as Photoshop or GIMP (free). There's a limit on how much you can "zoom in" as you say, because if the quality is low to begin with, there's not much you can do except use a couple of filters to sharpen the image.
