Yes--have the bad ones replaced immediately and check with a dodge dealer to see if they're covered under warranty yet.

I am unfamiliar with the van lines of Chrysler products, but i do know that most all seat belts only lock in position if the brakes are applied abruptly or in the process of a crash they will lock if there is enough force to engage the locking mechanism.

It is very simple to test your seatbelts. Put your foot on the brake pedal and give the belt a SHARP tug. If it locks it is okay, if it doesn't then you need to call local dodge dealer and ask if there was a recall. If yes they'll fix it for free. If not take it to your mechanic for further testing...
