Communities should have battered spouse shelters...outreach programs...people need to get involved.
First time they shoulndt be let go they should stay in jail in a confined cell for the rest of their lives.

Domestic violence is just that “domestic” the more the government gets involved the larger the problem becomes. As in all societies the more civil liberties are restricted the more the abuses is ramped.
Example:
What if your sister or mother where in an abusive relationship? At this time you as a citizen or a family member you are deterred from any direct action. Why mostly because of the civil liberties laws that are there to protect the person being abused are distorted in favor of the abuser. “I’m sure that if little family justice were aloud it would be a much better deterrent than the present system.
Don’t forget France still has on the books crime of passion as a credible defense.

Seeking a political solution to personal problems is an ineffective strategy. While domestic violence can be inhibited, it can't be ENDED, except through personal effort...and that is the better place to start.
After all, there is already puh-lenty of laws which are intended to prevent violence, right? And they don't work very well, right?
The better approach is to find a mate or recognize the signs and symptoms of domestic violence before it ever starts. Don't be forced, nor rely on hope, to avoid domestic violence.

None at all. Politics can not end domestic violence. Culture and custom can reduce it, however the human being is the only animal that can never be domesticated.

Legislature must pass a law to violate those who commit domestic violence so that people will be prevented from abusing others.

What they need to do is lock the SOB abuser up for about 25 years....by the time he got out he'd be to old to beat up on women.
