canned chicken would work, and as for catching diseases there aren't any I know of that you could catch from just petting the cat. A cat with rabies would have to bite you , and toxoplasmosis , you would have to come in contact with its feces ( I am not saying all stray cats have rabies or toxoplasmosis)

Have someone buy you a bag of dry catfood. Put a pile of it somewhere where your dad doesn't go, like in a bowl behind a bush.
Unfortunately, he is probably growing thinner because he has worms. Those need to be cured or he could starve to death, even though he is eating, because the worms will eat what he eats.
You won't catch any diseases from petting the cat. He is probably starved for attention and loves that petting from you. Just wash your hands after, the same as handling any pet.

You are not very likely to get a disease from petting a cat. If it has fleas, you may get a flea bite. You can feed cats any kind of meas (except pork). Also, they love canned chicken, canned tuna, hot dogs, hamburger, cheese, cottage cheese, (no milk, it could make it sick), Most meat is pretty good for a cat. If this cat is getting nothing, then anything you feed it will make it feel better. Maybe just a little of your leftover supper. Cats love carrots and pumpkin pie filling. (do not feed grapes, they could make her sick). Cats also love butter. Maybe if you have mashed potatoes for supper, put a little extra butter on there when they are hot and save some for the kitty.

In the meantime, you can feed it meats like chicken, turkey, fish ect. No veggies or rice or pasta. You cannot get a disease from a cat unless it was rabid and that is extremely rare and you would have known by seeing it anyway.
It does eventually need cat food though.
Good for you for caring. I hope you can work something out.

The cat obviously has nowhere else to go, get a friend to buy the catfood for you, and feed it, that way your dad has to realise that the cat is no danger, and one trip to the vet and the kitty can be yours, get the shots done (tell your dad you'll do extra chores and stuff) and get the cat fixed. Your dad's paranoia should not be your problem, see if you can get your mom in on this one.

you can feed it tuna, ham/turkey slices, any kind of fish, milk, and it will need water....because its a stray it will probably not trust you and it will take some time before you can actually pet it without it running away or hissing at you. youre not going to catch a deadly disease from it.

we have tried chicken tenders,,,any thing chicken should be fine,,,just make sure it is boneless,,,and small pieces.
