i was at the park with my friend and our dogs and this puppy (which was going to become a big dog) came over and started smelling our dogs and playing with them.when the owner called him and the dog didn't come, he went over there grabbed the dogs collar which had a choke chain on it and pulled him away. the started yelping and then ran away and hid under a seat. i want to report him but i never got a proper look at his face and i dont know the breed of the dog. is there anything else i can do? it was a really terrible sight.

the dog had short, light brown fur and had black around his mouth.

it was in a state park? you can call the ranger and report the incident and tell them what the dog looked like . always try to get a description of the person cause then they can post a sketch at the parks . You know one day that dog may turn on him which would serve him right . but I hope you see him again so that you can report him to the park ranger and he gets fined and goes to jail for being the animal abuser he is . good luck .

AWWWW! Poor baby!! Well I love my puppy beyond words and if I ever saw someone doing that to their dog then I would surely go ballistic. What I would do is call the humane society and tell them what you saw. Let them know that there are some owners that harm their dogs and they go to the park. Suggest that they send someone out there to patrol the park for this kind of thing once in a while. You could really start a wonderful program with the humane society and help prevent anything like this every happening again! Good Luck!

Ask around at the park because a lot of the same people frequently go to dog parks. Maybe one of them can help you identify the guy. You need to get a name or license plate number or something that investigators can work with to track him down. Once you get that, call your local animal control and ask to speak to a cruelty investigator. You will remain anonymous and they will check into the welfare of the dog.

you can continue to raise your dog the way you see fit and leave this man to raise his dog.
even though he does not sound like the ideal owner, he doesnt sound abusive. maybe if you report he(the pup) will just go to an overcrowded humane society where he(the pup) will be adopted out to any person who can fill out a questionnaire, which may be where this guy got the puppy anyway.

spend more time at the park, take a camera, when the two dogs get close to each other, take a picture of your dog. maby by accident the other dog, and the owner will be in the picture? take it to the aspca, tell them he abuses his dog. my dog, bit me tonight, all i did was yell, and call her a dam brat, told her to go lay down somewhere.( she hates being groomed, mini schnauzer) did not get hit for that. that poor puppy did not need to get choked just for not listening. i love animals. my dog is a spoiled brat. litterly. dam brat when she bit me tho. no animal EVER deserves to be abused.

maybe u should go back to the park & if u see the same person doing that again get a good lok @ them & the dog

i love dogs (i have 2 of them) & i feel if u cant enjoy your time that u have with them then u shouldnt even have a dog
